The Conference of the Parties (COP) is the central body for global climate negotiations, uniting representatives from 198 nations under the UNFCCC to advance climate action. Key achievements include the Kyoto Protocol’s binding emission targets and the Paris Agreement’s goal to limit global warming below 2°C. COP29, hosted by Azerbaijan from November 11-22, 2024, in Baku, will focus on enhancing climate commitments and implementation efforts. Led by COP 29 President-Designate H.E. Mukhtar Babayev, this gathering will convene parties under the UNFCCC, Kyoto Protocol, and Paris Agreement to maintain the 1.5°C target.

Message from the COP29 President

The COP29 President-Delegate emphasizes that COP29 in Baku, Azerbaijan, is a critical juncture for accelerating global climate action. With a focus on addressing gaps identified in the Global Stocktake, the conference aims to enhance cooperation and prepare for the next Nationally Determined Contributions (NDCs) in 2025. Central to COP29—dubbed the “Finance COP”—is establishing a new climate finance target (NCQG) to support countries in achieving equitable transitions. Key initiatives include the “Roadmap to Mission 1.5,” a commitment to actionable outcomes, and the Baku Global Climate Transparency Platform (BTP) launch to bolster transparency and trust among nations.

A brief history of global climate negotiations

COP1 - 1995: Berlin Mandate
COP21 - 2015: Paris Agreement
COP26 - 2021: Glasgow Climate Pact

Held in Berlin, COP 1 was the first major international meeting under the UNFCCC to address global climate action. The Berlin Mandate identified that the existing commitments under the UNFCCC needed to be revised to address rising emissions. It called for developed countries to adopt more robust, legally binding commitments to reduce greenhouse gas emissions, emphasizing the principle of “common but differentiated responsibilities” (CBDR). This principle acknowledged that while all countries must act on climate change, developed nations bear a greater responsibility due to their historical emissions. Developing countries, such as those in the G77 and China, were exempt from new binding commitments to prioritize their developmental needs. The Berlin Mandate was a critical step toward creating the Kyoto Protocol.
